Full Delmarva Power & Light detail →Delaware requires electric suppliers and electric distribution companies to offer net metering for eligible customer-generators. For commission-regulated utilities, including Delmarva Power, monthly excess-kWh credits are valued at the sum of the account's volumetric supply and distribution charges, excluding specified societal-benefits charges; this is a rate-schedule formula, not one statewide dollar-per-kWh rate. Credits offset later monthly usage, but as of May 31, 2023 unused credits at the end of the annualized billing period revert to the EDC without reimbursement. Systems generally may not exceed 25 kW per Delmarva residential meter, 2 MW per Delmarva nonresidential meter, or 150 kW per Delmarva farm meter, and production is generally limited to 110% of expected consumption. The PSC regulation also permits an 8.0% system-wide penetration stop and states a future carryover change due by December 1, 2026.
