Value Stack compensation is a utility-specific bill credit based on hourly energy, capacity, environmental, demand-reduction and, where applicable, locational values; eligible community distributed generation may also receive a Community Credit, the successor to the Market Transition Credit. The policy covers the six investor-owned utilities Consolidated Edison, National Grid (formerly Niagara Mohawk), NYSEG, RG&E, Central Hudson, and Orange & Rockland; legacy and qualifying Phase One projects may remain under NEM-style compensation.
