Pennsylvania rules that apply to PECO Energy

The state framework sets the default. Where PECO Energy pays something different, the utility tariff governs and is what the card above reports.

Compensation mechanismNet metering: EDCs credit qualifying customer-generators for exports against usage at the full retail kilowatt-hour rate; remaining annual excess is settled by the DSP at its Price to Compare.
Export rateNo single statewide dollar rate: full retail kWh rate for monthly offsetting, including generation, transmission and distribution; remaining annual excess is paid at the DSP's Price to Compare.
Rate effectiveThe current Chapter 75 net-metering provisions cited here were adopted effective November 19, 2016; utility Price to Compare values change by utility and service period. No 2024 statewide net-crediting effective date was found.
Credit rolloverExcess kWh carry forward and are credited against usage in subsequent billing periods at the full retail rate; credits continue to accumulate until year-end.
Credit expirationAt the end of the year, remaining EDC/DSP excess kWh are settled in cash at the DSP Price to Compare rather than carried indefinitely. For EGS customers, remaining unbundled distribution credits are zeroed out at year-end and do not carry into the next year.
Annual true-upThe annual reporting/planning year ends May 31 (June 1 through May 31); annual excess-credit settlement occurs at the end of that year.
